Putin Threatens to Limit Ukraine’s Grain Exports, Accuses West of ‘Deception’

Russian President Vladimir Putin threatened to curtail the export of grain from Ukraine, charging falsely that the West has been deceiving the developing world by largely keeping for itself food stocks aimed at averting a global hunger crisis.

Mr. Putin told a plenary session at an economic forum in the Russian Far East city of Vladivostok that under a grain deal brokered by the United Nations and Turkey only two of 87 ships, carrying 60,000 tons of food, had so far gone to the World Food Program.
