Police said investigators have been searching for Foster since Tuesday, when they found a woman bound and beaten unconscious at a residence in Grants Pass. The department said the suspect, identified by investigators as Foster, had already fled by the time police arrived.

“I know I’m disappointed by what happened. It was an evil act,” Hensman said Thursday.

Police said Foster was “assisted in fleeing the area.” The department said a 68-year-old woman was arrested on charges of “obstructing prosecution” as officers searched for Foster.

Police are urging the public to send in tips on the whereabouts of the suspect or any possible sightings. The department said in a statement on Sunday that people should pay special attention to his eyes and facial structure, as they believe he may be trying to change his appearance by changing the cut or color of his hair and beard.

The department has set up a tip line and is offering a $2,500 reward for information leading to the capture and prosecution of Foster.

The victim told police that “Foster choked[her]several times until she was unconscious” and kept her tied up for the next two weeks. She said she was only able to escape after Foster explained she needed to go shopping for food and water, and when she got out of the car to let her dog use the bathroom, according to court records.
