Belgium is waving a white flag on terrorism. The country’s parliament this week voted to ratify a treaty with Tehran that would allow Iranians convicted of crimes in Belgium to serve sentences in Iran and vice versa. But the treaty also allows for amnesty to each side, and there is no doubt that Tehran will house its terrorists now in Belgian prisons.

One of them is Asdaula Assadi, a trusted diplomat based in Vienna when he masterminded an open terrorism plot.
