Dam Bill introduced in Rajya Sabha amid protests

The Rajya Sabha had to be adjourned several times on Wednesday due to an uproar by members of the opposition against the move to suspend 12 MPs.

It was adjourned till 3 pm amid protests preventing Union Jal Shakti Gajendra Singh Shekhawat, who introduced the Dam Safety Bill, 2019, from completing his speech in the House.

The first adjournment took place soon after the proceedings began at 11 am. Opposition members raised placards and raised slogans against the suspension, which relates to the disruption of the Monsoon session of the House on August 10.

President M Venkaiah Naidu, who had earlier termed the August 10 incidents a “murder of democracy”, said he was disappointed by the fact that the suspended MPs have shown “no remorse”.

“It is an insult to the House. There is no sense of remorse among the members who have actually insulted the parliamentary system by coming to the Well of the House, climbing on the table, throwing paper, snatching paper from ministers and challenging the Chair, doing everything unparliamentary and undemocratic, Naidu said.

When the House met again at 12 noon, the members of the opposition continued to protest, while Deputy Speaker Harivansh requested them to allow Question Hour.

Leader of Opposition Mallikarjun Kharge sought to raise the issue of suspension but the Speaker said Question Hour was going on and nothing could be raised. The House was again adjourned till 2 pm.

At 2 pm, Shekhawat moved a motion for consideration of the Dam Bill. As he began his speech, the members demanded that Kharge be allowed to speak on the issue of suspension. Later, he adjourned the proceedings of the House till 3 pm.

When the House met at 3 pm after the post-lunch adjournment, the opposition members resumed their protest.
