Police make public disclosure about Regina, who is considered high risk to re-offend – Regina | globalnews.ca

Regina Police Service (RPS) issued public disclosure of a 39-year-old man who is considered to be at high risk for re-offending sexually and/or violently.

According to a media release, public disclosure is under the authority of the Saskatchewan Public Disclosure Act.

Police said as of Jan. 23, 2023, Lewis Ted Mercady, 39, lives in heritage neighborhood Regina’s, in a residence that provides supervision and monitoring of her activities. Prior to January 24, 2023, he is not permitted an escorted absence from his approved residence.

“Mercredi is described as: Male, Indigenous, 39 years old, approximately 5′ 9″ tall, weighs approximately 220 pounds, heavy build,” police said.

“Mercedy has brown eyes and short black hair.”

Police said Mercady has a criminal history that includes violent sex crimes and a history of re-offending.

“During his time of incarceration, he completed the prescribed program to address his risk factors,” police said. “However, Louis Ted Mercady has made no progress in reducing his high risk of violently re-offending.

“He has just completed a 200-day sentence for breaching his long-term supervision order. At pre-sentence he was designated as a dangerous offender and was given a long-term supervision order for ten years.

The RPS said Mercady is required to live at an approved accommodation and must comply with special conditions such as the consumption, purchase and possession of alcohol and drugs. He may not attempt to initiate any intimate sexual and non-sexual friendships with women, among many other conditions.

Police ask any member of the public with questions or concerns to contact RPS at 306-777-6500. Anyone who wishes to report an incident where Mercady I is in violation of the above conditions should call police at 306-777-6500 or Crime Stoppers at 1-800-222-8477 (TIPS). Concerns or reports from individuals living outside of Regina should be directed to the nearest RCMP or local municipal police department detachment.

Police remind the public that the purpose of this information is to raise community awareness of the presence of this offender so that people can make informed choices about contact with this individual.
