A big question facing the North Atlantic Coalition after Russia’s invasion of Ukraine is whether Germany is serious about Chancellor Olaf Scholz’s pledge to reunify Europe’s largest country. An answer of sorts emerged on Sunday evening and allies would be somewhat convinced.

At the end of February, Mr. Scholz promised re-armament after 30 years of little investment in the German military.
