opinion | Europe hit Putin right where it hurts

See, after a month of wrangling, 27 EU member states have agreed a new package of sanctions targeting Russian oil. Although the sanctions will not change the course of the war in Ukraine, they increase the cost for Vladimir Putin and demonstrate Europe’s resolve to punish him.

These combined measures could severely disrupt sales of the oil that fueled Mr Putin’s war machine and Russia’s economy, but they are also important political symbolism.
