Its ruling, issued late Friday, includes fresh allegations that Brown used money orders to purchase memberships and allowed non-compliant subscription sales through a portal.

“Mr. Brown was given ample opportunity to address these serious concerns,” Ian Brody, chairman of the party’s leadership election organizing committee, said in a statement.

The committee shocked party members and Canadians earlier this month when it voted 11 to six to remove Brown from the race. Brown has since launched his campaign for re-election as mayor. bramptonOnt.

Brown’s legal counsel filed a notice of appeal of his removal decision, which the party said was based on a recommendation from its chief returning officer.

A dispute resolution appeals committee had to decide whether the officer had evidence to recommend Brown’s removal.

It said the evidence included allegations that Brown permitted more than 500 non-compliant subscription sales.

“Correspondence on this issue from the candidate indicates a reluctance and inability to provide information to (Chief Returning Officer) about persons who were using the portal to register membership (Party) found non-compliance Was,” says Judgment.

It said that Brown had left the issue unresolved for two weeks and gave a “curious response”.

The decision also addresses allegations that Brown may have broken federal election law, which was brought to the party by a whistleblower.

After Brown dropped out, longtime organizer Debbie Jodoin came forward with the party, who accused Brown of arranging a third-party corporation to pay him to work on his campaign.

Brown has denied wrongdoing and said the party did not provide enough detail to appropriately respond to his campaign.

In its decision, the Disputes Committee says the party gave Brown an opportunity to provide specific evidence. “They didn’t,” the decision says.

“Instead, the candidate explained an innocent mistake and offered to reimburse any implied corporation expenses. This is an excuse, not exaggerated evidence.”

The decision stated that the party considered Brown’s allegations, and the manner in which he responded.

When it comes to money order issues, the dispute committee says the party received 78 money orders attached to membership forms that came from the same person.

The decision stated that Brown told the party that he had raised the issue with the person who said the allegation was false.

It said the party had information that Brown’s campaign had improperly purchased membership.

“When confronted with this evidence, the candidate opted to deny the allegation without giving any satisfactory explanation,” the judgment says.
