The reluctant resignation of Boris Johnson as leader and eventual prime minister of the British Conservative Party this month is an opportunity for the country and his party. It is an opportunity the Tories have partly seized as the race to succeed Mr Johnson enters its final stages.

Tory lawmakers fielded the final two candidates on Wednesday, up from eight less than two weeks ago. Hundreds of thousands of registered party members in the United Kingdom will now choose between Rishi Sunak or Liz Truss in a mail-in ballot, with the winner—and thus the country’s new prime minister—to be announced in early September.
