As I walked to lunch in Little Saigon last week, a few blocks from City Hall, I hurried to Eddy Street to avoid an obvious group of drug dealers. The sidewalks were dirty, full of homeless tents and a terrible smell. Distracted, I nearly tripped over a sitting man sticking a hypodermic needle between his toes. Two cops leaned on the police car nearby. Meanwhile, pedestrians legally wait at traffic lights before crossing. Why bother?
