Nationalize student loans first, claiming it will save taxpayers money. Then let the students pile up debt in for-profit colleges. Then those colleges were put out of business by prosecuting them for fraud. Then waive all the debt and make the taxpayers stick with the bill.

This is essentially the political parable of the Corinthian colleges, as told by Kamala Harris. The vice president ambushed Corinthian while she was California’s attorney general. She launched an investigation for benefits in 2013 for allegedly misrepresenting job-placement rates, but she struggled to back up her claims. The Education Department asked for the complete documents and ran to save it.
