“The actions of these officers were appalling, and no one is above the law, including law enforcement.” Memphis Mayor Jim Strickland said in a video posted on Facebook on Thursday. “I assure you that we will do everything we can to prevent this type of heinous act from happening again.”

If convicted, the former officers could face up to 60 years in prison.
