Build bungalow and camp office, get TDR in return: Vasai-Virar civic body invites EOI

The Vasai-Virar Municipal Corporation (VVMC), which was formed by amalgamating four councils, has invited Expression of Interest (EOI) to build a bungalow and camp office for its commissioner in lieu of TDR (transfer of developmental rights). As per the proposal, a local body will grant FSI (Floor Space Index), which the contractor or builder can later use in another site or sell in the market.

YS Reddy, Deputy Director, Town Planning, VVMC, said, “In December 2020, the Urban Development (UD) Department of Maharashtra released the concept of Construction TDR as per Integrated Development Control and Publicity Regulation for the state of Maharashtra. We are the first municipal corporation to use it.” When asked why VVMC was not spending its money for the construction of the bungalow, Reddy said, “The money we have was used for some other purpose. May go when we can get the bungalow constructed. TDR to be given.

Expression of Interest was released on Friday.

Reddy said as the current commissioner D Gangadharan lives in an independent residence in the residential area of VVMC, the corporation wants a completely independent bungalow.

The plot on which the proposed bungalow will be built is on the way to Vasai village located in village Sandor and occupies an area of 500 square meters. Reddy said that VVMC got the plot from a builder.

“In lieu of construction cost, we will give TDR which can be sold in the market or can be used elsewhere. We have asked for expression of interest and interested parties can reply to us by November 21,” Reddy said.

Gangadharan did not respond to calls for comments Indian Express.

VVMC was formed in 2009 by amalgamating the municipal councils of Vasai, Virar, Naigaon and Nalla Sopara along with a few villages. The Vasai Parishad was one of the oldest in Maharashtra and was established in 1983, even before the establishment of the Brihanmumbai Municipal Corporation (BMC). But its chief officer did not have a home to live in and lived in a building for a certain period, which was illegal.

The VVMC is also planning a new headquarters building, according to some officials in the UD, who said the civic body could use the same technique of giving TDRs to contractors. However, Reddy said, “We haven’t planned anything at the headquarters yet.”
