The Associated Press reported that the shooting occurred at a program called Starts Right Here, which is affiliated with the Des Moines School District. The event has been organized at a business park in the city.

Police said “several suspects” were taken into custody about 20 minutes after the incident.

Three people in a vehicle were stopped and one tried to flee but was caught.

Sergeant Paul Parizek of the Des Moines Police Department said the shooting appeared to be a targeted incident.

Mr. Keeps, a rapper and activist, has received endorsements for his work from celebrities including Iowa Governor Kim Reynolds.
