Claims Director Martin Milliner said: ‘This highlights a related amount of current and future development in areas of high flood risk.

‘We need a holistic approach to floods for the long term, with property developers, insurance companies and the government to tackle the issue of construction on floodplains.’

A government spokesman said: ‘Our policy is clear that floodplain development should be avoided if possible, and that construction in these areas should be protected if necessary.

‘We expect local authorities to follow this guidance.

‘We are providing a record investment of over £5.2 billion for flood and coastal protection in England, to create nearly 2,000 new defense schemes, to improve the security of over 336,000 properties.’
