Expressing “strong objection” to the Centre’s proposal to amend the IAS (Cadre) Rules, 1954, West Bengal Chief Minister Mamata Banerjee on Tuesday wrote to Prime Minister Narendra Modi urging him to withdraw the decision that central deputation A change in the rules has been claimed. In the two-page letter, Banerjee alleged that the proposed amendment is against the “spirit of cooperative federalism”.

Banerjee said, “I express my strong opposition to the approach adopted by the Central Government in proposing such an amendment to the Cadre Rules, which unilaterally allows the State Government to depute (k) under the Central Deputation Reserve. mandates to provide the prescribed number of officers,” Banerjee wrote to Modi on Tuesday evening.

The Center in its proposal to amend the IAS cadre (rules) recently asked the state governments to send the list of IAS officers for central deputation.

“The proposed amendment is not only against the spirit of cooperative federalism, but also vitiates the time-tested amicable agreement that exists between the Center and the states in the matter of posting of IAS-IPS officers,” he wrote.

The West Bengal Chief Minister said that the urge to make officers available for deputation through the proposed amendment would not only affect the administration of the states but would also make it impossible to assess and plan the administration of the states.

“I request you to consider that the reciprocal and consultative give and take as designed in the existing framework should not be replaced by unilateralism. I request you to withdraw/withdraw the proposed amendment. Do not violate the federal spirit of cadre rules by not implementing them.”
