DC Police said the Mochela festival, described as an advocacy festival promoting the culture of Washington, DC, was an “unpermitted event”.

Metropolitan Police Department Chief Robert J. “We certainly want people to be held accountable when they organize events in our city without permission,” Conti III told reporters.

‘Unfortunately, things like this can happen when you have people or the wrong mix of people who introduced firearms to a situation. This is unfortunate and we will very soon interact with them and see what legal action should be taken as a result of a non-permitted incident in our city.’

The SHO said that the investigation is in the preliminary stage.
