The second phase of the budget session of Parliament will begin in both the houses from today. The Rajya Sabha will get another 19 hours in the second phase, which begins after the first phase that ended on February 11. The proceedings of the House will start from 11 am to 6 pm, while in the first phase of the budget session, the House will run from 10 am to 3 pm. That is, now every day will be two hours more work.

As per the records of the Parliament, the House did 101.40% work in the first phase of the budget session. In the first phase, the President’s address was held in the first two days and the budget for 2022-23 was presented. This happened after three years, when eight consecutive sittings of the Rajya Sabha were held without any disruption and adjournment. The last time this happened was in the first 13 meetings of the monsoon session in 2019. In the first phase of this session, other tasks were not proposed because of priorities such as the debate on the President’s Address and the Motion of Thanks to the Budget. ,

In the second phase of the Rajya Sabha session, the government will now get 64 hours and 30 minutes to do legislative business and raise issues of public importance. There will be 4 days for the business of non-official members in the House. This time also the question hour has been kept for only one hour, but the zero hour has been reduced to one hour, whereas in the first phase, the zero hour has been kept only for half an hour.

The budget session is resuming on Monday after a 30-day holiday after parliamentary standing committees (DRSCs) scrutinized the demands for grants of various ministries and departments. Chairman M. Venkaiah Naidu will give an account of the working of 8 DRSCs during this holiday in the Rajya Sabha on Monday.
