Born and brought up in a remote village in Rajasthan, Chaudhary shifted to Chandigarh at the age of 19 in search of a better life. His elder brother, Bhavar Singh, was serving with the fire brigade at 3 BRD Air Force Station at that time.

Chaudhary lived in the hut of Karsan Colony Phase-2 Ramdarbar. In 1996, the colony was demolished and residents were allotted concrete houses in Sector 52. Now 64, he owns a big house in Sector 46 along with other properties. He is quite famous in the finance circle of Chandigarh.

Talking about Chowdhary, a colony leader said, “He was one of the many Dalits who migrated to Chandigarh from other states in search of better livelihood. Chowdhary started his career by selling labor and sand, bricks etc. He later developed contacts with politicians, bureaucrats and the police. Having developed a taste for politics, he contested the 2006 MC elections on the ticket of Chandigarh Vikas Manch, the organization of politician Harmohan Dhawan from Molly Jagran but lost. After this he tried his luck from Ramdarbar on the ticket of the same party but then lost. After that, he showed no interest in politics and started working in property.

A police officer said on the condition of anonymity, “We have information that Chaudhary has links with many people in police uniform. Manimajra resident had accused of cheating on the pretext of getting relief from the court in a heinous crime. When Chaudhary came to know about the complaint with the police, he returned the money. The complaint is still available with the Special Investigation Team (SIT) headed by DSP Devinder Sharma, comprising Inspectors Narinder Patial, Devinder Singh and others. He is known for his connections over the top and people usually fall into his trap. We are verifying whether some people from the government service have invested through him.”

The first FIR against Ram Lal was registered in July 2000 on charges including assault and attempt to murder. He was arrested but the FIR was quashed in the Punjab and Haryana High Court in 2001. In 2002, he was in the limelight for his involvement in the Chandigarh rape-on-wheel case. A former Haryana bureaucrat posted in Chandigarh was also named in the FIR. All the accused were acquitted in March 2014. In October the same year, Choudhary, his daughter and another man were arrested in connection with the murder of a woman living with Chowdhury’s son. All of them were acquitted in March 2016.
