Noor Mukadam made six escape attempts, saved lives: Police

ISLAMABAD: According to the investigation report submitted to the trial court of Islamabad Police, Noor Muqadam lost six chances of saving his life due to the active connivance of the accomplices of main accused Zaheer Jafar in his murder.

The report, commonly known as challan under Section 173 of the Code of Criminal Procedure (CrPC), claimed, “His life could have been saved had his accomplices had done something else.”

The challan, submitted to Additional District and Sessions Judge Atta Rabbani, states that Noor tried to escape from Jafar’s illegal custody twice. However, due to the connivance of security guards and a gardener, she could not manage to free herself.

Furthermore, on the day of the incident, July 20, Jafar had contacted his father, who was in Karachi, four times over the phone and later came to know about the illegal detention and the situation in his house. But her parents never informed the police, and even after her son beheaded the girl, her father Zakir Jafar tried to pacify the killer and told him: “You don’t have to worry, I Can handle it, I’m sending you guys to rescue and dispose of the dead body,” Chalan said.

According to the challan, Jaffer was supposed to take a Qatar Airlines flight to the US on July 19 at 3:50 pm, but he did not go.

The report said that the accomplices, including the parents of the alleged killer, were aware of the incident but did not report it.

The police also handed over a list of 18 witnesses, including the deceased’s father Shaukat Ali Mukadam, the doctors who conducted the post-mortem of the body and police officials.

The challan states that on July 18, Noor came to Jafar’s house in an F-7/4 and was allowed inside by the security guards. A pet dog also expressed his acquaintance with him. On 20 July, the two had an argument after Noor refused to marry her and then the alleged murderer illegally detained her in a room, the challan citing Jafar’s statement that he had arrested Noor. He had confessed to killing.

The accused said that Noor turned down his marriage proposal and he locked her in a room. When she was forcibly taken into custody, she became enraged and warned Jafar of dire consequences. He threatened to file a police complaint against her. According to the statement, Jaffer informed his parents about the incident and ordered the domestic staff not to let anyone in or leave the house.

The challan states that Noor managed to get out of the room and ran towards the main gate but the security guard Iftikhar did not let her go. It was a chance where she could have saved her life.

Jafar then locked her in the room, reports state that Noor again made a desperate attempt and jumped out of the washroom window and ran towards the main gate. However, instead of helping him, the security guard went to the basement.

It states that even the gardener Mohammad Jan did not allow him to open the main gate. Jafar then dragged Noor to the room where he beheaded her.

Quoting the call detail record (CDR), the challan states that before beheading and beheading Noor, Jafar called his parents at 2:21 pm, 3 pm, 6:35 pm and 7:30 pm. Called at 29.

The Role of TherapyWorks Employees

To hide evidence and the body of the deceased, Jaffer called five TherapyWorks employees to his F-7/4 residence – the crime scene, the report said.

When the workers tried to enter the room, Jafar got confused and attacked them. Amjad Mahmood, a worker, was injured and taken to a hospital. The injured lied to the hospital administration and did not record the incident in the medical slip. He attributed his injury to a road accident.

According to the challan, the parents and medical personnel tried to hide the crime and tried to destroy the evidence.

The challan states that on July 19, the victim’s father, Shaukat Mukadam, had gone to buy a scapegoat in an animal market and found Noor present at home when he returned.

His wife tried calling Noor but her phone was switched off. Noor later called and told her parents that she was going to Lahore with friends for a few days.

“Jafar also called and in response to my question said that Noor is not with him,” Mukadam said.

However, around 10 pm on July 20, he received a call from Kohsar police station informing him that his daughter had been murdered.

“I went home and found Noor’s beheaded body,” said Mukadam. And then he lodged a complaint with the police.

The police have recovered a knife, 9mm pistol, magazine, knockduster, cigarette butt, a laptop, blood-stained shirt of Jafar, fingerprints, CCTV footage, medical report, cell phone and forensic report along with the challan.
