Delhi: Governing body and principal face to face at Kalindi College

The governing body of Kalindi College on Saturday resolved to institute a one-man judicial inquiry against the acting principal for alleged financial and administrative irregularities and also decided not to extend his term. However, the principal alleged that the meeting was “illegal”.

Academic council member Naveen Gaur wrote in April to the GB chairman and VCs, including acting principal Naina Hasija, of suppressing a report by an internal audit officer (IAO) that said any also there was no approval or sanction by the competent authority. For bills of expenditure incurred by him for awards of an amount exceeding Rs. 2 lakhs for an event in 2013-2014.

It was also alleged that he transferred himself from the Contributory Provident Fund Scheme to the General Provident Fund without the approval of the UGC or without following the DU procedure; falsified documents and provided undue advantage to certain contractors; and appointed an auditor for the college without following the due process.

“…GB resolves to constitute an inquiry into the issues relating to administrative and financial illegalities/irregularities,” it said, “to investigate in a fair and disciplined manner”, “a person headed by a retired judicial officer”. The judicial inquiry shall be constituted as the “Inquiry Authority”.
When contacted, Hasija said the meeting was illegal: “How can a legal meeting take place without the member secretary to the principal? I was not present for the meeting and these minutes are incorrect. I am still sitting in my office and doing my official work.”
