The party changed its unit presidents in all these states except Uttar Pradesh after the Congress’s humiliating defeat in the assembly elections in five states in March. It appointed new state presidents in Goa, Punjab, Uttarakhand and Manipur, but surprisingly, the party is yet to appoint a new chief in Uttar Pradesh. Many in the party wonder what is stopping them from appointing a new president for the Uttar Pradesh Congress Committee. Some so-called front-runners lack acceptance, and others whose names are being talked about lack in stature. Interestingly, many believe that the decision to give Rajya Sabha seats to three UP leaders is part of a larger calculation in this bastion state.

Along with notifying the new rules for appointments to the top posts under the Indian Railway Management Service, the Railways has also nominated an Establishment Officer (EO) who will report directly to the Chairman and CEO on the matter. The Department of Personnel and Training has an Executive Officer dealing with the matters of Cadre Management. The rationale is that since the Railways manages its own cadre, it needs a dedicated EO with a separate line of reporting. The status will not be communicated to the Secretary, Railway Board, who may also be in the running to become the GM or Board Member in the new IRMS system if he is empaneled.
