Youth accused of kidnapping Cleo Smith A government official has been accused of assault.

Terrence Darrell Kelly, 36, allegedly took a three-year-old girl from a tent at the Coba Blowholes campsite on October 16 and held her captive at a home in Carnarvon. Perth, for 18 days.

He will face Carnarvon Magistrates’ Court on January 24 for several alleged offences, including forcibly taking a child under the age of 16.

New court records show he has also been charged with assault.

It is not known whether the charges pertain to a prison or police officer.

Following his arrest, Kelly banged his head against a wall while in police custody.

He was flown to Perth on a chartered flight with officers from the Justice Department’s Special Operations Group.

The alleged kidnapper has neither filed a petition nor applied for bail.

Cleo was found alive and well in early November, about three weeks after she went missing from the campsite.

She was rescued from a property just minutes from her family home in the nearby town of Carnarvon, about 1000 km north of Perth.

Police forcibly entered the house and found Cleo alone in a room, physically unwell and playing with toys.

Kelly was arrested at the same time on a nearby street. He is alleged to have acted alone and has yet to file a plea for his charges.

Police say he has nothing to do with Cleo’s family.
