Speaker Om Birla advised the protesters to take their seats and even offered a debate on the subject.
Question Hour was going on when the House was adjourned.
It was later adjourned till 2 pm amid opposition protests.
Rajya Sabha was also adjourned till noon after paying homage to the soldiers martyred in the Kargil conflict.
